About Hoop
Hoop is a French app published by DAZZ, originally called Dazz. The idea: scroll through profiles and send friend requests, then carry on the conversation on Snapchat or TikTok.
It accepts users from 13, with a parent's consent between 13 and 15 according to its terms. Its parents' guide states that adults and minors are completely separated.
Since its December 2025 update, Hoop's chat is limited to users 18 and over: 13 to 17-year-olds can neither send nor receive messages in the app.
What it does well

Our verdict
Hoop has made clear safety decisions, such as separating adults and minors and closing its chat to under-18s. But for a teen, it means Hoop is mainly for finding people, and the conversation then happens in another app. PLOXX does the opposite: from 15, the conversation happens right there, in text, on video or as an avatar, with one-tap reporting and continuous moderation.

Is it enough that adults and minors are separated?
It is a real measure, and a rare one. But it only applies inside Hoop: once a friend request is accepted on Snapchat, the conversation follows that app's rules, not Hoop's.
